Is there any way for governments to lessen the power of those to maintain the status quo?

The Union of Concerned Scientists has just published a report entitled, Decades of Deceit: The Case Against Major Fossil Fuel Companies for Climate Fraud and Damages. The report assesses the wealth of documentary evidence behind the lawsuits currently in play in the United States and its territories. The evidence shows that for decades companies possessed detailed and accurate knowledge about the dangers of their products posed to the global climate and that climate action would threaten their business model. And yet, they planned, funded and engaged in campaigns to deceive the public and block climate action. It is time for governments to hold their executives accountable for the damage they have inflicted with clear knowledge about the ramifications. 

Our research has yet to reveal an answer to the question in this title, but we continue to work on the puzzle.
